IRARA in Afghanistan

IRARA in Afghanistan maintains strong institutional embeddedness at national, provincial, and district levels. Through sustained engagement and structured coordination, we have established effective communication and trusted partnerships with government entities and local communities.

Our reintegration programmes in 2025-2026 have so far been implemented in Herat, Kandahar, Bamyan, Takhar, Khost, Kapisa, Pul-e-Khumri, Kunduz, Mazar-e-Sharif, and Ghazni including Kabul, where we have built meaningful and results-oriented relationships with local communities.

Government and Stakeholder Alignment

IRARA in Afghanistan works in close alignment with key government institutions to ensure that return and reintegration interventions support national priorities and frameworks.

We maintain strong coordination with:

  • Ministry of Refugees and Repatriates (MoRR).
  • Ministry of Foreign Affairs (MoFA).
  • Ministry of Economy.

Our institutional collaboration is formalised through:

  • A signed Memorandum of Understanding (MoU) with the Ministry of Refugees and Repatriates (MoRR).
  • Ongoing coordination and communication toward signing an MoU with the Ministry of Foreign Affairs (MoFA).

These partnerships ensure that our programmes are aligned with national strategies on migration management, reintegration,
and socio-economic development.

What We Deliver

IRARA in Afghanistan provides comprehensive return and reintegration services designed to support Afghan returnees at every stage of their journey:

• Return and Reintegration Support.
• On-Arrival Services.
• Airport pick-up (when required).
• Onward Transportation to provinces and districts.
• Emergency housing and temporary accommodation.
• Assistance in establishing small businesses and livelihood activities.
• Psychosocial counseling and guidance.

Our services are tailored to address the immediate needs of returnees while laying the foundation for long-term stability.

How We Work
Through formally signed Memorandum of Understanding (MoUs) with relevant line ministries and authorities, IRARA in Afghanistan operates in close coordination with the Government of Afghanistan in the field of return and reintegration.

Our approach contributes to:
